【１５】”stay the course”と”cut and run”

１１月の米国の中間選挙を前に、ブッシュ大統領はイラク政策について、”stay the course”か”cut and run”かというふたつのキャッチフレーズでもって二者選択を迫る戦術をとっている。しかし、共和党内からも”stay the course”戦略に対して疑問の声が上がっている。（鳥居英晴）
“stay the course”は「最後まであきらめない」「方針を維持する」という意味。一方、”cut and run”は「慌てて逃げる」という意味である。
１０月１１日の記者会見で、ブッシュは次のように述べている。
Stay the course means keep doing what you're doing. My attitude is, don't do what you're doing if it's not working; change. Stay the course also means don't leave before the job is done. And that's -- we're going to get the job done in Iraq. And it's important that we do get the job done in Iraq.
（”stay the course”とは、やっていることを続けることだ。うまくいかないようならやらない。変更する。それがわたしの態度だ。”stay the course”は仕事をやり遂げる前に投げ出さないという意味でもある。われわれは、イラクで仕事をやり遂げつつある。イラクで仕事をやり遂げることが大切だ）
民主党は”cut and run”しろとは言っていないではないかと記者から聞かれて、ブッシュはこう答えている。
Well, they may not use cut and run, but they say date certain is when to get out, before the job is done. That is cut and run. Nobody has accused me of having a real sophisticated vocabulary, I understand that. And maybe their -- their words are more sophisticated than mine. But when you pull out before the job is done, that's cut and run as far as I'm concerned. And that's cut and run as far as most Americans are concerned. And so, yes, I'm going to continue reminding them of their words and their votes.

９月２８日には、"The party of FDR and the party of Harry Truman has become the party of cut and run."（ルーズベルトの党とトルーマンの党が”cut and run”の党になってしまった）と民主党を攻撃した。
“cut and run”という表現について、ボストン・グローブ紙（６月２１日付）のジョセフ・ウィリアムスは、次のように説明している。
It began in the 1700s as nautical shorthand for a swift retreat, a commander's order to slash his ship's anchor chain and outrace overwhelming enemy fire. Over centuries, as sailing ships gave way to ironclads, the phrase drifted to the linguistic backwater. Now, however, ``cut and run," has sailed back into the national lexicon -- particularly on Capitol Hill.

The administration's "stay-the-course" strategy is not a plan for victory. It's not even a plan. ….This administration's insistence on a "go-it-alone, stay-the-course" policy in the face of objections from a majority of Americans and Iraqis and most world public opinion, and in the face of a deteriorating situation, defies logic.

マーサは、海兵隊出身でベトナム戦争の経験もあるタカ派である。さらに、共和党内からも異論が出始めた。１０月６日付のニューヨーク・タイムズ紙によると、上院軍事委員会のジョン・ワーナー委員長（共和党）は、このまま事態の改善がないなら、”change of course”を検討すべきだと主張した。
The Republican chairman of the Senate Armed Services Committee warned Thursday that the situation in Iraq was “drifting sideways” and said that the United States should consider a “change of course” if violence did not diminish soon.
The chairman, Senator John W. Warner of Virginia, [said]…“In two or three months if this thing hasn’t come to fruition and this level of violence is not under control, I think it’s a responsibility of our government to determine: Is there a change of course we should take?” Senator Warner said.
パウウェル前国務長官も１０月３日、"Stay the course isn't a good enough answer, because to stay the course you have to have a finish line."（”stay the course”は十分満足な答えではない。なぜならそれはゴールが設定されていなければならないからだ）と主張した。
ブッシュファミリーと親しく、超党派の「イラク研究会」の共同会長を務めるジェイムズ・ベーカー元国務長官は１０月８日のＡＢＣテレビの番組で、研究会は大統領に対して、”stay the course”戦略ではない選択肢を勧告すると述べた。しかし、詳しくは明らかにしなかった。
"Our commission believes that there are alternatives between the stated alternatives, the ones that are out there in the political debate, of stay the course and cut and run." （研究会は、”stay the course”と”cut and run”という政治的議論から抜け出た選択肢があると信じる）
ボストン・グローブ紙（６月２１日付）は、カリフォルニア大学バークレー校の言語学者のジョージ・ラコフの解説を紹介している。
George Lakoff, a linguist at the University of California-Berkeley, said ``cut and run" has become an effective catch phrase.
``What it says is, `You're a coward,' and moreover it presupposes that the opposite is to stand and fight," said Lakoff, a senior fellow at the Rockridge Institute, a progressive think tank. Lakoff said Republicans have become skilled at distilling an issue to a simple phrase. ``Then they repeat it over and over until it becomes part of people's brains. The Democrats haven't learned to do that."
（”cut and run”は効果的なキャッチフレーズになった。それは相手を臆病者だと言うことだ。共和党は、問題を簡単な句にすることに長けてきた。人々の脳の一部になるまで、何回も繰り返す。民主党はそれをまだ習得していない）
マサチューセッツ大学医学部ウースターの生理学教授のジョン・ウォルシュは、２００４年５月２２日付のボストン・グローブ紙で”War rhetoric and reality”と題する寄稿で、ふたつのキャッチフレーズを次のように言い換えるよう提案している。
"stay the course"は"sacrifice more American and Iraqi lives for a lie"; "make Iraq safe for the oil companies"; "turn Iraq into our West Bank"; or "draft the Bush twins now."（「ウソのために米国人とイラク人をさらに犠牲にすること」「石油会社のためにイラクを安全にすること」「イラクを西岸にすること」「ブッシュの双子を招集すること」
"cut and run” は "end an unjust and unnecessary war" (Jimmy Carter's words); "end the slaughter of Iraqis and Americans for the sake of the neocon agenda"; or, simply, "save our sons and daughters -- bring the troops home now."（不正義で不必要な戦争を止めること）「ネオコン政策のためのイラク人と米国人の殺りくを止めること」「われわれの息子と娘を救うために、直ちに部隊を引き揚げること」
