【１７】イラク研究グループ報告書と「天国のパイ」

米国の超党派諮問機関「イラク研究グループ」が１２月６日に提出した報告書をめぐって、”pie in the sky”という言葉が飛び交っている。「絵に描いたもち」に相当するが、この句を造語したのは２０世紀初頭の米国の急進的労働運動の活動家、ジョー・ヒル。フォークシンガーの元祖でもある。彼は処刑されて、伝説的ヒーローになった。（鳥居英晴）
同報告書を”pie in the sky“と呼んだのは米国の初代クロアチア大使を務めたピーター・ガルブレイス。７日付のボストン・グローブ紙とインターナショナル・ヘラルド・トリビューン紙で「'Pie in the sky' report won't fix Iraq」と題し、次のように論じている。
"Dead on arrival" seems the likely verdict on the much-awaited report of the Iraq Study Group. James Baker 3rd, the former secretary of state who chaired the panel with the former Indiana congressman Lee Hamilton, demonstrated his skills as the great deal maker by getting the group's five Democrats and five Republicans to endorse every word of the report.
Consensus came at the expense of candor. Iraq has broken up and is in the midst of a civil war, but this is never acknowledged in the report. The panel seems to assume that nation building is still possible in Iraq. The result is a report that, on the most essential points, is pie in the sky.
同報告書は”dead on arrival”（病院到着時死亡）、つまり役に立たない。イラクが内戦状態で分裂していることを認めておらず、”pie in the sky”であるというわけだ。

Hamilton and his co-chairman, former Secretary of State James A. Baker III, testified before the Senate committee one day after delivering their report. Hamilton said that a new, more realistic and practical approach is needed.
"That's a very tough policy problem, and in order for this to happen, it can't be pie in the sky, it can't be idealistic, it has to be pragmatic," he said. Later, he added, "We reject the idea that the situation is hopeless."
ジョー・ヒルが“pie in the sky”という言葉を使ったのは”The Preacher and the Slave“（牧師と奴隷）という歌。救世軍の聖歌、”In the Sweet Bye and Bye“の替え歌である。救世軍（Salvation Army）をStarvation Armyとからかい、貧しい者たちに、この世で働き、祈り、干し草を食べていれば天国でパイにありつける（You'll get pie in the sky when you die）と説いている、と風刺した。

どうしてヒルは救世軍を風刺する歌を作ることになったのであろうか。
ヒルは１８７９年、スウェーデンの敬けんなルーテル派の家族に生まれた。幼くして両親を亡くし、１９０２年に移民として米国に渡った。Hobo(渡り労働者)として各地を転々とし、１９１０年にIndustrial Workers of the World（ＩＷＷ）世界産業労働者組合に加わった。
IWWは１９０５年に結成され、労働者階級と使用者階級の間に共通するものはなにもないとする立場から「賃金制度の廃絶」を要求し,全世界の労働者をOne Big Unionに組織することを目指した。Wobbly、Wobbliesとも呼ばれた。
IWW の運動の特徴の一つは歌を歌って仲間の団結を図り、主張を伝えることで、そうした歌は“Little Red Songbook“に収められた。
ＩＷＷにとって救世軍は憎むべき敵であった。同じ聴衆に向け、訴えることは正反対であった。両者は街頭で争った。救世軍に対抗して歌うためにヒルが作詞したのが“The Preacher and the Slave”である。街角で救世軍の楽隊が“In the Sweet Bye and Bye“を演奏し始めると、Wobbliesはそれに合わせてヒルの歌を歌った。
ヒルは歌の力を信じた。彼はこう言っている。

ヒルを歌ったフォークソングに"I Dreamed I Saw Joe Hill Last Night" （“Joe Hill"）がある。ジョーン・バエズが１９６９年のウッドストックで歌ったことで有名。ヒルの生涯を描いた映画「愛とさすらいの青春/ジョー・ヒル」（１９７１年）の主題歌にもなっている。
