イタリアから新グローバル・アピール：京都を守って！ 齋藤ゆかり
原発再稼働といい、こっそり軍事利用を加えた原子力基本法といい、３．１１後も相変わらず（善意に解釈しても）学習能力のない人々によって支配されている日本を前に、さじを投げ出すわけにもいかないのが辛いこの日ごろです。それでも、日本で再稼働反対に抗し、あせらず、あきらめず粘り強い抗議を繰り広げている人々に、何とか遠方からの声援も送りたいという思いは募ります。そこで、イタリアの拠点を置く資料センターでは、２０１２年６月２６日から２９日にかけて在住県の知事に原発再稼働を止 めるよう要請する一斉行動への呼びかけに賛同し、急遽、京都府知事に宛てた以下のアピールを用意、賛同署名を集め始めました。（資料センター《雪の下の種》）
京都の運命を心配する人は世界中にいるはずと、原文の英語のほか、伊・仏・西語訳を用意しました。
さしあたり、２６日に山田啓二京都府知事へ文面を送付し、日本時間の２８日夜まで署名収集を行なって２９日に知事に送ると同時に、地元のメディア等へもプレスリリースを出します。そして、最終的には、資料センターの代表が一時帰国する来月上旬に直接、提出しに行く予定です。
今回は非常に短期戦になりますが、国内、海外の古都を愛するお知り合いやネットワーク等に広めて頂ければ幸いです。どうぞよろしくお願い致します。

京都を守って！
悲惨な自然災害は、起きるものです。起これば、私たちは犠牲者を悼み、瓦礫を片づけ、復旧を進めます。悲惨な人災も起きます。京都は、歴史上、何度となく戦乱で破壊されてきました。皮肉なことに、京都の最初の名は平安京 ― 平穏で平和な都 ―でした。でも、美しい古都であるがゆえに、京都は第二次大戦中に原爆投下を免れました。
京都は、文化と歴史的記念建造物の集まるすばらしい場所として、世界中に知られています。府内には世界遺産が１７件もあります。また、自然を支配せんとする思い上がりなしに、それと共存できることを教えてくれる町です。
ところが、数十キロしか離れていない大飯町の原子炉二基の再稼働が、京都を再び人災の脅威にさらしています。皮肉なことに、またも核の災害です。かつては、敵国にさえ原爆の投下を思いとどまらせた京都。しかし、日本の原子力ロビー、首相、一部の首長たちにはそんな躊躇もありません。
悲惨な自然災害が起きた後、私たちは瓦礫を片づけますが、核災害の後の瓦礫には触れることすらできないのです。何年ものあいだ、手がつけられないことを私たちはすでに思い知らされています。
もちろん、原発が再稼働された場合、私たちは何も起きないことを心底から願います。でも、私たちの願いは、所詮願いに過ぎません。何も起きない保障は全くないのです。だとすれば、京都を守り、その財宝を危険の脅威から保護するほうが、ずっと望ましいのではないでしょうか。
だからこそ、私たちは京都府知事に訴えます。京都府知事には大飯原発の再稼働を回避すべく、あらゆる力を尽くしていただきたいのです。 山田知事、あなたが首長をつとめる京都の利益のために、平安な都であってほしいと願う私たちみんなのために、どうか京都を守って下さい。お願いします。

SAFEGUARD KYOTO
Natural calamities happen. Afterwards, we mourn for the dead, pick up the pieces, repair the damage and go on. Then there are man-made calamities. In its history the city of Kyoto has been destroyed many times by warring factions. Ironic for a city whose first name was Heian-kyo – tranquillity and peace capital. During the Second World War it was spared the atom bomb because of its beauty.
Kyoto is known throughout the world as a marvellous centre of culture and historic monuments, and contains seventeen World Heritage Sites. Furthermore, it is living proof of how we can live side by side with nature without presuming to dominate it.
With the proposed restart of two reactors at Ooi, a town just above Kyoto, the threat of a man-made calamity is put back in place once more. Ironically, again, a nuclear one. It was spared by the then enemy, now it is under threat thanks to Japan's nuclear lobby, the prime minister and some local authorities.
After a natural calamity we pick up the pieces, but after a nuclear one, as we have seen, we can't even touch some of the pieces – for years and years.
Obviously, we hope with all our heart that nothing will happen if the plan to restart the reactors goes ahead. We can only hope: there are no guarantees. But wouldn't it be preferable for all of us if we could safeguard Kyoto, protect its treasures from any threat of danger?
This is the reason for our appeal to the Governor of Kyoto, who we ask to do all in his power to stop the restart of the reactors in Ooi. For the benefit of his city and all of us that would like it to be the tranquillity capital. Please safeguard Kyoto!
